Ukrainian President Volodymyr Zelenskyy has rejected a proposal from the Trump administration that would have allowed the United States access to Ukraine’s rare earth minerals in exchange for continued military assistance. Despite accepting billions in aid, Zelenskyy dismissed the agreement, arguing it lacked sufficient security guarantees.
The proposal, introduced by Vice President JD Vance at the Munich Security Conference, would have granted US companies access to Ukraine’s reserves of lithium, graphite, and uranium — key materials for military and technology industries. In return, the US would provide additional military support.
Zelenskyy blocked the deal, stating he “didn’t let the ministers sign” because it was not in Ukraine’s best interest. He insisted that the agreement did not offer the level of security Ukraine requires and emphasized that the US must remain deeply involved in defending Europe.
White House National Security Council Spokesman Brian Hughes criticized Zelenskyy’s decision, calling it a missed opportunity for Ukraine. Meanwhile, Zelenskyy warned that Russia is preparing for a conflict with NATO, claiming that an attack could begin this summer from Belarus.
Despite turning down the Trump administration’s offer, Ukraine is now preparing a counterproposal. Zelenskyy’s continued rejection of deals benefiting both nations raises concerns about the future of US-Ukraine relations as Washington weighs its ongoing support.
